What’s Form 28?
You will need to fill out Form 28 in order to obtain a No Objection Certificate from the registering authority. This document confirms that the vehicle is free from any pending taxes, Challans or criminal records. You will need to have 3 copies of Form 28 on hand when you submit it to the RTO to sell a used vehicle.

What’s Form 29?
The RTO number from the original registration of the vehicle must be reported when you sell it to a third-party buyer. This is done using Form 29. For submission to the RTO, you will need 2 copies of Form 29. In it, it should detail how all documents are submitted during the sale (e.g., the Pollution Under Control (PUC), Registration Certificate(RC), and insurance).
What is Form 30?
After Form 29 has been sent to the RTO, Form 30 must be completed. After you have reported to the RTO that your vehicle was sold to a buyer Form 30, allows the RTO to know that the transfer should be completed immediately. It also mentions that the vehicle’s legalities should be transferred to the buyer. The RTO must receive Form 30 within 14 days of the vehicle’s sale. You will need two copies of Form 30 to complete the sale.
What is Form 35?
While Form 28 is a NOC issued by the RTO, Form 35 is a NOC issued by the bank that financed the purchase of the car. This form is required for the sale of cars purchased with bank loans. After Form 35 has been completed and submitted to RTO, the “Hypothecation” will be removed from the vehicle’s RC.

To implement the provisions of the 1988 Indian Motor Vehicles Act, the Transport Department of Odisha was established. The department’s main purpose is to provide efficient transport facilities and to enforce the M.V Act rules. The department collaborates with other organizations to develop transport facilities. It is committed to providing satisfying services.
There are approximately 50 lakh vehicles registered with an estimated revenue generation of Rs. According to the statistics of 2014-15, there are approximately 50 lakh vehicles registered with a revenue generation of Rs. 910 crore. Manage the administrative machinery it requires a multidisciplinary approach. RTO offices in Odisha have a shared responsibility to ensure that transportation within the state is efficient.
There are 35 RTOs in Odisha and 3 ARTOs that are actively working within the state. With the public and car population in mind, the responsibilities are divided equally. RTO is in overall charge of administrating the transportation-related norms in the region. They are also responsible for enforcing Motor Vehicles Act 1988 rules. Each RTO has a Regional Transport Officer (IMV), Inspector of Motor Vehicles (IMV), Additional RTO(Enforcement), Additional RTO(General), and Asst. RTO, Traffic inspector and Sub-inspector, OMVD Constables, (Enforcement), Additional RTO (General), and Asst.

DOCUMENTS REQUIRED FOR REGISTERING A VEHICLE WITH RTO OSHA
These documents are required to register a vehicle at RTO Odisha:
- Formula 20 Application
- The dealer will issue Form 21/Sales certificate
- Formula 22/roadworthiness certificate issued by the manufacturer
- For loan hypothecation, form 34
- Vehicle insurance documents
- STA approval for the design of semi-trailer/trailer vehicles
- Photographs of passport size
- Owner’s age and address proof documents
- Application fee and applicable road taxes
- A customs clearance certificate must be submitted in the case of an import vehicle
